Jane Tennison faces a disturbing case when a respected businessman is found dead in his home, strung up with his trousers around his ankles. Neighbours had investigated after hearing burglars in the house, but the surviving housebreaker denies killing him or even knowing he was there, leading for some suspecting a sex game gone wrong. But Tennison learns that he clashed with the local council and as she attempts to conduct her investigations she finds herself hindered by the local authority. Just what are they hiding?
